Water shall not be supplied to any premises nor use of a sewer connection be permitted until and after all plumbing has been inspected and approved by the Superintendent or such person designated by him as Building Inspector, and until and after all fees and charges for connections, and charges for building water have been paid and receipt secured from the Clerk.
