All water service rendered to two or more dwellings, buildings, premises, or units, contained within same, through one meter, or in violation of the provisions of § 51.27 of this chapter, shall be discontinued by the Superintendent, provided however, the owner of the premises, dwellings, or buildings, has not first made application for water service according the provisions of § 51.26(A) of this chapter.
