Each one-family dwelling, duplex, dwelling, multiple dwelling, one-business building, multiple- business building, combination dwelling, and business building, manufacturing plant, or place where town water is used, shall have at least one water meter, the location of which may be changed from time to time, as the Superintendent may direct, and such meter shall remain on the property, and be under the exclusive control of the town.
