Water mains and/or sewer lines or service lines shall not be constructed across the private property of one person for the purpose of providing water for another person, without first obtaining a written instrument conveying to the town a perpetual right-of-way for the construction, repair, and maintenance of the water mains and/or sewer lines or service lines.
