It shall be the duty of the police officers to clear all congested areas on sidewalks or in the streets. All pedestrians and drivers of motor vehicles shall promptly obey the orders of the police officers when called upon to move where congestion of either traffic in the streets or pedestrians on the sidewalks exists.
