Subject to the legislative, executive, and administrative authority of the City Commission, all other laws and regulations of any other governmental agency having jurisdiction, and the budget of the city therefor, the function of the Land Use Planning and Zoning Department shall be to provide for:
(A) The preparation of a plan for the development and use of all land within the city consistent with the requirements of all laws in regard thereto; and the amendment thereof from time to time according to law, as the health, benefit, and welfare of the citizens and residents of the city may require;
(B) The coordination of all agencies, offices, departments, and commissions of the city and other governmental agencies with the activities, goals, and objectives of the owners of land within the city in order to promote and accomplish the development and use of such land according to the plan described in division (A); and
(C) Subject to the authority of the City Commission, to administer all ordinances, orders, regulations, and other laws in regard to the development and use of land within the city and the construction and maintenance of buildings and other structures thereon enacted by the city or any other authorized governmental agency.
