Subject to the legislative, executive, and administrative authority of the City Commission and all other laws and regulations of any other governmental agency having jurisdiction, and the budget of the city therefor, the function of the Department of Finance established hereby shall be to provide the following:
(A) The identification and analysis of all sources of revenue available to the city; and the preparation of all ordinances, applications, contracts, or other documents necessary therefor; and
(B) The development and maintenance of all accounting and financial procedures and records which are either required by law or necessary for the responsible fiscal operation and administration of the city, including but not limited to the development and implementation of an annual budget therefor.
