No applicant for employment as a police officer with the city who has not successfully completed the basic training course described in KRS 15.440, shall be employed without a written agreement signed by the applicant that, in the event of any subsequent termination of employment as a police officer within three (3) years, the applicant shall reimburse the city for all costs and expenses incurred by the city for the applicant's participation in the basic training course, including, without limitation, all salary and benefits paid to or for the applicant. The following schedule of reimbursement shall apply:
(A) Termination within one (1) year of employment 100% of costs
(B) Termination between one (1) and two (2) years of employment 75% of costs
(C) Termination between two (2) and three (3) years of employment 50% of costs
