§ 34.05 INITIAL REQUEST WITH IMMEDIATE INSPECTION.
   (A)   The principal office of the city is in the city building at 5225 Taylor Mill Road, and the regular office hours thereof are after 8:30 a.m. and before 5:00 p.m., prevailing time, on Mondays, Tuesdays, Wednesdays, Thursdays and Fridays, which aren't holidays.
   (B)   The official custodian of the records of the city is the City Clerk, pursuant to KRS 83A.085(3); and the address thereof is 5225 Taylor Mill Road.
   (C)   All public records shall be open for inspection by any person except as otherwise provided by KRS 61.870 to 61.884, and suitable facilities shall be made available by the city for the exercise of this right.
   (D)   The public records requested shall be described in a written application therefor, which shall be signed by the applicant, with the name thereof printed legibly on the application, and which shall be either hand delivered, mailed, or sent via facsimile to the city.
   (E)   The public records described in the written application therefor may be inspected during the regular office hours of the city; or by receiving copies therefor from the city through the mail.
   (F)   Nobody shall remove original copies of public records from the offices of the city.
   (G)   If the public record requested is in active use, in storage or not otherwise available, the City Clerk shall immediately so notify the applicant and shall designate a place, time and date, for the inspection of the public records, not to exceed three days from the receipt of the application unless a detailed explanation of the cause is given for further delay and the place, time and earliest date on which the public record will be available for inspection.
   (H)   If the application placed is an unreasonable burden on the city in producing the public records requested, or if the city clerk has reason to believe that repeated requests are intended to disrupt other essential functions of the city, the City Clerk may refuse to permit inspection of the public records or mail copies thereof.
