§ 120.03 REQUIREMENTS.
   Everybody who is engaged in any ownership or operation of any used property business in the city, including, without limitation, employees thereof, shall, with each acquisition by the used property business of the actual physical possession of or any used tangible personal property from others shall:
   (A)   Assign a unique and separate identifying number to each separate item of such used tangible personal property, which shall include the time and date of the acquisition, such as 6-1-2010 @ 2:35 p.m.
   (B)   Obtain from everyone from whom the actual physical possession of any used tangible personal property is acquired by the used property business the following information and documentation:
      (1)   That person's name, address, telephone number, date of birth, sex, and race, along with a color full face photograph and another photo identification card for that person.
      (2)   That person's signature to a written or printed list with a detailed description of each item of used tangible personal property the actual physical possession of which has been received by the used property business from that person, including, without limitation, any manufacturer's name, identification numbers and any identifying marks and disfigurements, along with a photograph of each item in which those identifications and the identifying number assigned pursuant to division (A) of this section is visible.
   (C)   Before 11:00 a.m., prevailing time, on the next calendar day after the receipt by the used property business of the actual physical possession of any used tangible personal property, cause to be provided to the Taylor Mill Police Department all of the information and documentation required by division (A), by telecommunication methods approved by the Taylor Mill Police Department.
   (D)   Maintain all of the information and documentation required by divisions (A) and (B) for a period of at least one year after the acquisition thereof; and permit the inspection thereof by members of the Taylor Mill Police Department and any other state law enforcement officer at any reasonable time, without a search warrant.
   (E)   Attach to each item of used tangible personal property received by the used property business an identification tag or label that includes the unique and separate identifying number assigned to it pursuant to division (A) of this section; and then hold and maintain each such item in the same condition in which it was received, and separated from all other used tangible personal property according to both the person from whom it was received and the day it was received, for a period of no less than ten calendar days after the date on which it was received, except for tangible personal property like precious metals the value of which fluctuates daily according to activities and reports of markets that are regulated by the federal government, for which the holding period required hereby shall be only 72 hours after receipt by the used property business.
   (F)   Allow each, every, any and all items of used tangible personal property in the possession of the used property business to be examined by any Kentucky law enforcement officer at any reasonable time, without a search warrant.
   (G)   Comply with all of the provisions of KRS 226.010 to 226.990 and Chapter 112 of the Code of Ordinances of the City of Taylor Mill, in regard to tangible personal property received in pawn by the used property business, which shall prevail over any provisions in this chapter conflicting with them.
