(A) Nobody shall conspire, cause, permit, promote, allow, aid, assist, encourage or engage in any ownership or operation of any used property business in the city for which there is no valid business regulatory license that has been issued by or on behalf of the city pursuant to Ordinance 250, as amended from time to time, which is codified in Chapter 110.
(B) Nobody who is engaged in any ownership or operation of any used property business in the city, including, without limitation, employees thereof, shall receive the actual physical possession of or any possessory, security or ownership interest in any used tangible personal property from a minor at any time, or from an adult during the period of time after 8:00 p.m. on any day and before 7:00 a.m. the following day.
