The rate of the license or franchise fee imposed is established at $30,000 in advance for each year of the franchise, with the initial payment of the first year due and payable in advance with the bid or other application for the franchise or license, and all subsequent annual payments for future years due and payable in advance on or before each annual anniversary of the initial payment.
