Pursuant to the police power of the city:
(A) An annual Taylor Mill Sexually Oriented Business Operators License is hereby established and required of everybody who engages in any sexually oriented business activity or operation within the city; and nobody shall cause, promote, permit, allow, aid, assist, encourage, engage in or be employed by any sexually oriented business activity or operation within the city which doesn't have a valid Taylor Mill Sexually Oriented Business Operators License prominently and conspicuously displayed to the public; and
(B) An annual Taylor Mill Sexually Oriented Business Employee License is hereby established and required of everybody who is employed in any sexually oriented business activity or operation within the city; and nobody shall cause, promote, permit, allow, aid, assist, encourage, or engage in the employment of anybody in any sexually oriented business activity or operation who doesn't have a valid Taylor Mill Sexually Oriented Business Employee License.
