No person shall cause, permit, or attend the sale of used personal items from a residence, commonly referred to as "yard sales" or "garage sales," conducted on any lot or parcel of land in the city:
(A) For which a permit has not been issued and displayed pursuant to the terms of this chapter; or
(B) Which has been conducted on the lot or parcel of land for more than two consecutive days, or more than a total of four days during any calendar year.
