§ 111.11 OPEN CONTAINERS.
   (A)   As used herein, the following words and phrases have the meanings indicated therefor:
      (1)   The words "ALCOHOLIC BEVERAGE" have the same meaning as that provided in KRS 241.010.
      (2)   The words "CITY PROPERTY" mean any real estate, buildings, structures or vehicles owned or leased by the City of Taylor Mill.
      (3)   The word "EVERYBODY" mean every human being, and every combination thereof, in the form of a corporation, partnership, joint venture, unincorporated association or otherwise.
      (4)   The word "NOBODY" means no human being, or any combination thereof, in the form of a corporation, partnership, joint venture, unincorporated association or otherwise.
   (B)   Nobody shall cause, promote, aid, assist, encourage, allow or engage in either the possession, location or use of alcoholic beverages in open containers within or upon any city property, except for:
      (1)   All of the real estate described in a deed to the city recorded at OR Book I-269, P.168 of the Kenton County Clerk’s records at Independence, Kentucky with PIDN #058-40-00-171.01 which is commonly known and identified as 5606 Taylor Mill Road;
      (2)   All of that portion of the real estate described in a deed to the city recorded at Deed Book 439, P.68 of the Kenton County Clerk’s records at Independence, Kentucky with PIDN #058-40-00-171.00 which is commonly known and identified as Pride Park at 5614 Taylor Mill Road, which is written within ten feet of the rest room and shelter house facility thereon.
      (3)   Those alcoholic beverages which are within the custody of any officer, agent or employee of the City of Taylor Mill, as evidence in any civil, criminal or administrative proceedings, and which are documented as such by the custodian thereof.
