The east and west sides of the shelter area in Pride Park may be reserved for the exclusive use of any group of individuals, for a day at a time, one any day for which there has been no prior reservation thereof, by submitting a written application therefore to the City Administrative Officer, on a form provided by the city, and separately paying both the hereinafter established reservation fee and security deposit to the city, more than seven calendar days before the reservation date:
(A) A non-refundable daily fee for the reservation of either side of the shelter area in Pride Park is hereby established in the amount of $25 per day for reservations by residents or employees of the city, and $50 per day for all others, which shall not be refunded in any circumstance.
(B) A security deposit for the reservation of either side of the shelter area is hereby established in the amount of $50 per day, which shall be refunded to the applicant in the event that the reserved area is left in a neat and clean condition, otherwise it shall be forfeited to the city.
