Nobody shall cause, permit, allow, aid, assist, encourage or engage in the installation, maintenance, operation or use of any security alarm system in the city which is in any way involved in more than five (5) false alarms of any crime or casualty within or upon the premises protected by the security alarm system to the city or any department, officer, agent or employee of the city in any one calendar year.
