No person shall passively or actively cause, permit, aid, allow, encourage or engage in the consumption or possession of alcoholic beverages by a minor in the city unless the possession or consumption occurs at the residence of the minor and in the presence of another person who is over twenty-one (21) years of age, who is related to the minor and resides with the minor at the same residence.
