For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
"CITY PUBLIC WORKS COMMISSIONER." That member of the City Commission designated to have superintendence over the City Department of Public Works, pursuant to KRS 83A.140 (6).
"CULVERT." An open pipe for the drainage of water from, through, and beneath driveways extending from the pavement of streets across the right-of-way therefor to real estate abutting thereon.
"PERSON." Any human being, corporation, partnership, joint venture, unincorporated association, or any combination thereof.
