(A) Nobody shall cause, permit, allow, encourage or engage in any parking, storage, or any other location of an inoperable motor vehicle within the right-of-way of any public street, road, highway or other public way within the city unless caused by circumstances beyond the control of the person.
(B) Nobody shall cause, permit, allow, encourage or engage in the repair of any motor vehicle within the right-of-way of any public street, road, highway or other public way within the city unless caused by circumstances beyond the control of the person.
