§ 93.05 PARKS OWNED BY CITY OF COVINGTON.
   (A)   It is hereby declared that the public parks owned and operated by the Recreation Department of the City of Covington, Kentucky, and located within the corporate limits of the City of Taylor Mill have been operated and maintained so as to constitute a public nuisance which adversely affects the health, safety, and general welfare of the residents of Taylor Mill.
   (B)   In order to eliminate any such future public nuisance as described in division (A), it is hereby ordered that the parks shall be closed whenever the following provisions are not complied with:
      (1)   The sale, purchase, and consumption of alcoholic beverages of every kind and description are hereby prohibited in any of the parks.
      (2)   Trash barrels or receptacles of sufficient size and number are to be provided in each of the parks.
      (3)   Whenever an inspection by the officials of the city of Taylor Mill reveals that the fields are so dry as to cause dust to accumulate, the owners, operators, lessors, or managers of the parks are hereby ordered to water the fields prior to any athletic activity.
      (4)   Sufficient toilet facilities and drinking fountains are to be provided to meet the demands of the public in the parks.
      (5)   Such parks are to be closed on Sunday throughout the year except by special permits issued and authorized by the City Commission.
