Whenever any motor vehicle is found parked, standing, or stopped in violation of any of the restrictions imposed by ordinance, the officer shall take down the vehicle's registration number and any other information available which may identify it, and if the driver is not present, shall conspicuously affix to the vehicle a notice or citation in writing on a form provided by the city and containing the information required by KRS 82.610, for the driver to answer the charge against him at a place and time designated therein.
