All peace officers of the city are hereby authorized and directed to cause to be impounded and removed to a safe and secure location any motor vehicle which is owned, operated, parked, or otherwise located upon any public street in the city in violation of any law when in the opinion of the peace officer the motor vehicle:
(A) Has been abandoned;
(B) Constitutes a nuisance at common law;
(C) Constitutes an impediment or hazard to the reasonable and lawful use of the street upon which it is located;
(D) Is evidence in any judicial action, whether criminal or civil.
