(A) Nobody shall cause, permit, allow, aid, assist, encourage or engage in the use of any property within the city for the parking, storage, or any other location of any separate motor vehicle part, or any motor vehicle which isn't registered or licensed and in a condition for operation on a public street or highway according to law, unless the motor vehicle or separate motor vehicle part is within a garage or other building.
(B) In the event that any separate motor vehicle part or motor vehicle is parked or otherwise located in violation of subsection (A) above, for any portion of two (2) or more days, it shall be presumed in the absence of any credible evidence to the contrary, that the separate motor vehicle part or motor vehicle was parked or otherwise located by permission of the registered owner of the vehicle, and permitted and allowed by the owner of the real estate upon which the separate motor vehicle part or motor vehicle is parked or otherwise located.
