§ 70.08 HANDICAPPED PARKING SIGNS.
   (A)   As used herein, the words “HANDICAPPED PARKING SIGN” mean a sign bearing the international symbol of access adopted by Rehabilitation International, in 1969.
   (B)   The executive authority of the city shall cause handicapped parking signs to be installed, located and maintained at any one location on a street abutting the residence of an applicant therefore, during the year thereafter, while:
      (1)   The applicant is a person to whom there has been issued either an accessible parking registration plate, pursuant to KRS 186.042, or an accessible parking placard, pursuant to KRS 189.456; and
      (2)   The residence of the applicant has no driveway, or any other type of motor vehicle parking area; and
      (3)   Motor vehicle parking is otherwise allowed at the location for which a handicapped parking sign is requested.
   (C)   The installation, location and maintenance of a handicapped parking sign, shall not relieve or exempt anybody from complying with all other statutes and ordinances regulating motor vehicle parking at the location thereof.
