Any person, firm, or corporation which lies in the section of the city north of Banklick Creek desiring to become a consumer of water shall make application to the Clerk of the city. The application shall be accompanied by a cash deposit of five ($5.00) dollars as a guarantee that the applicant shall pay for the water consumed. The five ($5.00) dollar deposit shall be refunded to the applicant when he ceases to be a consumer of water in the aforementioned area, providing that all previous water bills have been paid in full.
