§ 53.19 DELINQUENT PAYMENTS; TERMINATION OF WATER SERVICE.
   (A)   The charges for water are payable at the end of each quarter and if not paid within thirty (30) days after the end of each quarter, a penalty of ten percent (10%) of the amount of the bill shall be added and the bill placed in the hands of the police for collection.
   (B)   In the event the amount of the bill plus the ten percent (10%) penalty is not paid to the police within five (5) days after being notified by the police that the bill is delinquent, the water commission shall shut off the water supply. An additional charge of one ($1.00) dollar shall be made when the water is turned back on.
   (C)   If owing to unemployment or financial reverses any person is unable to pay the water bill when due, the city council of the city may, if they deem proper, exempt the person from the penalty herein provided and permit the person to continue to use water, but the charges will not be remitted.
