The water commission shall charge a rate of fifteen dollars ($15.00) per quarter year for the first one thousand (1,000) cubic feet used by the occupants of each house or apartment, and a further charge of one dollar and fifty cents ($1.50) per one hundred cubic feet for all water consumed by the occupants of each house or apartment over and above one thousand (1,000) cubic feet per quarter year.
