§ 53.16 CHARGE FOR INSTALLATION.
   (A)   A flat charge of twenty-five ($25.00) dollars shall be made for the installation of a meter and connections thereto for any new house. The charge is payable before the building permit is granted.
   (B)   The installation of pipes for water service in any building in the city which lies north of Banklick Creek, shall be made in such a manner that the meter can be installed, without altering or changing any of the pipes, by leaving a space of sufficient width for the insertion of the meter. This space, however, may be filled by a short piece of pipe in such a manner as to make the short piece of pipe easily removable. The owner of any building or the plumber performing the work shall, in addition to the flat charge of twenty-five ($25.00) dollars set out above, deposit with the clerk of the city an additional sum of twenty-five ($25.00) dollars. In the event any installation of pipes for water service is made without providing a space for the installation of the meter, the city shall hire a plumber to make whatever changes are necessary and pay the expense out of the deposit of twenty-five ($25.00) dollars. In the event the installation is properly made, the twenty-five ($25.00) dollars is to be returned to the party making the deposit.
