Any person who has a franchise with the city for the use of the public ways and grounds of the city for the transmission and distribution of electricity shall pay to the city within 90 days of the receipt thereof, a fee of 3% of the gross receipts collected by such person from customers from the sale of electricity within the corporate limits of the city.
