The owners of real estate located within the city upon which is located a private sewage disposal system which is connected to the city sewage disposal system shall be jointly and severally liable for the fees established pursuant to the terms hereof for the use of the sewage disposal system, plus all penalties and interest in regard thereto and the costs of the collection thereof, including court costs and attorney fees. In order to secure the payment of such sums, the city shall have a lien upon the real estate.
