Nobody shall cause, promote, permit, aid, assist, allow, encourage or engage in either:
(A) The location of any garbage can or any other container for solid waste material anywhere in the front yard of any lot or parcel of real estate in the city to which the city provides garbage or other waste collection services at any time other than the twenty four (24) hour period between 4:00 P.M. on the day before any day scheduled for the collection of garbage or other solid waste material and 12:00 P.M. on the day scheduled for collection; or
(B) The location of any garbage can or any other container for solid waste material anywhere in the side yard of any lot or parcel of real estate to which the city provides any solid waste collection services unless the containers are concealed from the view of anybody within the right-of-way of any public street upon which the lot or parcel of real estate abuts.
