(A) There is hereby imposed an annual waste collection assessment upon each parcel of real estate within the corporate limits of the city. The fees and assessments herein set forth shall be in addition to property taxes or any license or occupational taxes imposed by any other ordinance of the city. (B) All residents and businesses are required to utilize the city's garbage collection service.
