§ 41.02 COMMUNITY CENTER RESERVATION REQUIREMENTS.
   (A)   The use of the community center may be reserved by anybody who is over twenty-one years of age, for the exclusive use of any group or organization, for a day at a time, on any day for which there has been no prior reservation, provided that the city is provided with the following documents, fees and deposits as a condition thereof:
      (1)   Reservation agreement. A written reservation agreement, which shall be signed by the person making the reservation, and which shall include:
         (a)   Event description. A description of event for which the community center is being reserved, including, without limitation, the times at which the event shall begin and end, no part of which shall be during the period after midnight and before 7:00 A.M., prevailing time, without a written authorization therefor signed by the City Administrative Officer; and
         (b)   Additional provisions. Additional provisions in regard to the requirements and prohibitions established herein, along with any other provisions determined by the City Administrative Officer to be appropriate in the circumstances, which are not contrary to any of the provisions hereof.
      (2)   Reservation fee. A non-refundable reservation fee in the amount indicated in the following schedule; provided, however:
         (a)   The residential rate shall be applicable only to city residents and schools, churches and businesses with a physical location in the city.
         (b)   The non-residential rate shall be applicable to everyone who is not a city resident or a school, church, or a business with a physical location in the city; and
         (c)   The discounted rate for officers and employees of the city is limited to one such reservation during any one calendar year.

      (3)   Security deposit. A security deposit in the amount of $200 for the whole community center reservations and $100 for café reservations, which shall be refunded only in the event that within one hour after the event for which the community center was reserved, the community center is cleaned to the same condition thereof that existed immediately prior to the event, which shall be documented by a written check list that shall be signed before the event by the person who made the reservation and a representative of the city. The cleaning list will be provided at the time of reservation. A security deposit in the amount of $50 will be required for the rental of any park shelter, which shall be refunded only in the event the shelter is left in similar condition as that at time of rental.
      (4)   In regard to the requirements and prohibitions established herein, along with any other provisions determined by the City Administrative Officer to be appropriate in the circumstances, which are not contrary to any of the provisions hereof.
