Subject to the legislative, executive, and administrative authority of the City Commission, all other laws and regulations of any other governmental agency having jurisdiction, and the budget of the city therefor, the function of the Department of Public Works shall be to provide for the maintenance and repair of all land, property, buildings, and equipment owned or used by the city and such public roads, easements, and ways within the city as have been accepted for maintenance by the city.
