Subject to the legislative, executive, and administrative authority of the City Commission, all other laws and regulations of any other governmental agency having jurisdiction, and the budget of the city therefor, the function of the Public Utilities Department shall be to provide water distribution and sewage collection services through the Taylor Mill Utilities Commission and the Winston Park Water Commission established by previous ordinances of the city, which shall continue to exist according to the provisions of such ordinances with all of the authority, responsibility, and duties described therein.
