The fee for refilling or restoration of streets shall be based upon the number of square feet required to be refilled or restored as a result of opening or excavation. The amount of the fee to be charged shall be in accordance with such schedule of fees as Council of the borough shall determine from time to time by resolution. The fee shall be for cost of inspection of any street opening, restoration and for the maintenance of each opening.
