(a) All reports, records, photographs and fingerprints taken pursuant to this chapter shall be the private records of the Police Department, open to inspection only by City or police officers or persons having official duties to perform in connection therewith. No person having access to such records shall disclose to any other person, other than in the regular discharge of his duties, any information contained therein unless expressly waived by the registrant.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
