Every person who comes into the City from any point outside the City, whether in transit through the City for a minimum period of seven days and, who has been convicted within the last ten years in any federal court or the court of any state of a crime which is a felony under the laws of the United States Government or which, if committed in this State, would have been a felony under the laws of the State, shall report as required in Section 519.03.
