(a) No person shall park or cause to be parked a vehicle in the parking areas at City-owned buildings and lands.
(1) The provisions of subsection (a) hereof shall not apply to any person or persons while such persons are within either of the buildings located within the Tallmadge Circle or within City-owned buildings or lands.
(2) The provisions of subsection (a) hereof shall not apply to elected or appointed officials of the City, to employees of the City, to members of any Commission, Board or Committee while such persons are engaged in business connected with their membership, nor to emergency vehicles.
(b) No person shall park or cause to be parked any vehicle in the driveways or driveway approaches located within the Tallmadge Circle area or City-owned buildings or lands.
