(a) As used in this section, "handicapped" means having lost the use of one or both legs, one or both arms, or any combination thereof, or being blind or deaf or so severely disabled as to be unable to move about without the aid of crutches or a wheelchair, or whose mobility is restricted by a permanent cardiovascular, pulmonary or other handicapping condition.

(b) All parking areas within the City regardless if publicly or privately owned or whether they were built before or after the effective date of this section shall provide suitable parking spaces reserved for handicapped persons in accordance with the requirements set forth in this section. Parking spaces built before the effective date of this section shall be brought into compliance upon any re-working of the lot.
(c) The minimum number of spaces which must be reserved for handicapped persons in parking areas is established as follows:

(d) Each parking space for handicapped persons shall be identified by an above-grade sign, the size of which is no less than eighteen inches high and twelve inches wide, containing the words "Reserved Parking for Handicapped" or words to a like effect, and the International Symbol of Access shown no smaller than six inches high by six inches wide.
(e) Parking spaces for handicapped persons shall be located as close as practicable to any elevators, ramps or walkways serving such parking area, and as close as practicable to the entrance or entrances of any buildings specifically served by such parking area.
(f) The Safety Director be and is hereby authorized and directed to designate parking locations for the handicapped in compliance with this section at all City offices and facilities where parking is provided.
(g) No person shall without the proper identification device as issued by the State or a license plate for handicapped persons as provided by Ohio R.C. 4503.105 or 4503.101 park in a space reserved for handicapped persons. (Ord. 45-1983. Passed 5-26-83.)
(h) No person shall park in such a manner as to block vehicular access to a parking space reserved for handicapped persons. (Ord. 42-1999. Passed 5-27-99.)
