351.20 STOPPING OR PARKING OF COMMERCIAL VEHICLES.
   (a)   No person shall park or stand for more than two hours any commercial truck, tractor, trailer, pole trailer or moving van of more than three-quarter ton capacity within the residential district of the City except for the purposes of and during the period of loading and unloading, unless such vehicle is parked in a building permissible and authorized within such residential districts under existing building and zoning laws, or unless such vehicle is used for or is necessitated by a nonconforming use recognized under existing zoning within such residential districts.
   (b)   Notwithstanding the provisions of subsection (a) hereof, no person shall park or stand for more than two hours any commercial tractor, agricultural tractor, truck of more than three-quarter ton capacity, trailer, semitrailer, pole trailer, or moving van, when not otherwise prohibited, on any public right of way, street or highway; except for purposes of, and during the period of loading and unloading for more than two hours.
