The Safety Director may prohibit the parking of vehicles of every type when, in his opinion, a civic event, military funeral, or other procession is of such size and nature as to require the removal of vehicles from the streets or highways in the path of such procession, event or military funeral. Notice shall be posted and the order shall be issued prohibiting such parking for the reason or reasons herein stated at least three hours before such no parking rule shall go into effect, except when such section of street is duly patrolled by an authorized police officer or member of the auxiliary police.
