351.14 SCOPE; JURISDICTION AND INTERPRETATION OF CHAPTER.
   (a)   All provisions of this chapter are limited to the territorial boundaries of the City of Tallmadge.
   (b)   Any conflict between this chapter and those State laws pertaining to parking regulations or enforcement thereof shall be resolved in favor of State law.
