(a) Owners of residential buildings within the City of Tallmadge, which have been deemed by City Council as blighted, may apply to the City for a demolition grant. Properties being demolished may receive a grant of up to fifty percent (50%) of the cost of demolition, with a maximum of six thousand dollars ($6,000) granted by the City for demolition.
(b) A property owner shall be eligible to receive a grant payment under the following terms and conditions:
(1) The property owner commits that it will comply with all state, federal, and local laws.
(2) The property owner does not owe any delinquent taxes to the State of Ohio for any political subdivision of the State of Ohio.
(3) The property owner obtains all permits required.
(4) The grant will be paid for blighting projects only after the demolition has been completed and said property has been cleared and ground restored.
(5) Costs of asbestos removal and other environmental cleanup costs are not eligible for grant payments, unless part of demolition of entire structure.
(6) Applicant shall submit three competitive bids for costs of demolition.
(7) Application for the grant must be approved prior to demolition.
