Unless the context clearly indicates or requires a different meaning, the definitions set forth below shall apply in this Chapter:
(a) "Blight" shall mean an area, property, or structure which by reason of a substantial number of deteriorating or deteriorated structures, predominance of defective or inadequate street layout, faulty lot layout in relation to size, adequacy, accessibility, or usefulness, unsanitary or unsafe conditions, deterioration of site or other improvements, diversity of ownership, tax or special assessment delinquency exceeding the fair value of the land, defective or unusual conditions to title, or the existence of conditions which endanger life or property by fire or other causes, or any combination of such factors, substantially impairs or arrests the sound growth of the municipal corporation, retards the provision of housing accommodations, or constitutes an economic or social liability and are detrimental to the public health, safety, morals, or welfare in its present condition and use.
(b) "New Business" shall mean a business that relocates to the City of Tallmadge from a principal place of business outside the City or one that registers within the calendar year with the Ohio Secretary of State, obtains a new TIN, and otherwise demonstrates new ownership or new operations.
(c) "New Jobs" shall mean jobs that have not previously existed in the City of Tallmadge and are associated with a Qualifying New Payroll that are approved as new sources of City of Tallmadge income tax and are intended as permanent.
(1) For a job to be considered as a new source of City income tax it must be determined by the City to be new or additional work requiring additional permanent employees within the business within the City of Tallmadge.
(2) A new job is intended as permanent if it is designed by the employer not to have an ending date.
(3) The new jobs cannot have been performed in the City in the past ten (10) years.
(d) "Qualifying New Payroll" shall mean the dollar amount of the new or additional annual payroll attributable to the creation of New Jobs in the City of Tallmadge.
