The appointing authority for any City position having a requirement for City residency shall be empowered to grant a temporary waiver of such requirement for good and sufficient reason under the following conditions:
(a) That such waiver shall not exceed three years and shall not be extended for any additional period;
(b) That the response time for such employee residing outside the City shall not exceed the response time as if the employee resided within the City; and
(c) That public health, safety, and welfare shall not be jeopardized by the granting of such waiver.
