(a) Each hauler applying for a permit for the first time shall submit with the application a solid waste collection plan. The plan shall address how the hauler proposes to collect recyclable material , frequency of collection, type of vehicle(s) to be used, how residents will be expected to participate, fees to be charged the residents for refuse and recyclable material, where recyclable materials will be processed, and how the types and volumes will be tracked. Recyclable materials must be returned to productive use.
(b) All materials once collected shall be property of the hauler.
