Each motor vehicle subject to the provisions of this Chapter shall be equipped with an adequate covering, a tarpaulin, or other material suitable for serving as an effective cover or to be otherwise so constructed to prevent materials collected therein from:
(a) Blowing from or falling off the motor vehicle; or
(b) Emitting smoke or flames; or
(c) Dropping or leaking from the motor vehicle.
