(a) The Police Department Lieutenants and Captains shall live within the City limits of the City of Tallmadge or a political subdivision contiguous thereto. Lieutenants and Captains need not meet the residency requirements at the time of appointment, but must do so within twelve months of such appointment. In the event such personnel does not meet the resident requirement, he/she shall be immediately dismissed.
(b) Lieutenants and Captains are hereby designated as key personnel of the City.
